xp driver signing error

It has been stated on this list many times that a non-pnp driver does
not have to be signed to be installed. Our drivers install via inf files
and in hundreds of installations there is no warning popup. On two
different XP installations we get the unsigned popup. I have a VM that
exhibits this behavior (and VMs that don’t). If I use sc to install then
there is no popup. I have not been able to figure out what is causing XP
to display the warning.

If you don’t use “sc”, how do you install it? Please be exact. The
dreaded “unsigned driver” warning is issued during a PnP install.
Unless you have a PnP INF file, there is simply no opportunity for that
dialog to pop up.

This is not a pnp driver. I am testing with a right click default
install. And the dialog is popping up at two out of hundreds of
installations. Actually we install four NON PNP drivers, all of which
pop up the dialog at these two installations plus a test VM.

The person who created the failing VM said that he installed XP no
different then other installs that he has done. It does not fail on my
XP test VM.

I have been repeating what you have been saying: “there is no
opportunity for the dialog to pop up”. But it is.

The driver signing settings, which should have no effect, is the same
for all the systems.

The inf file does not have a cat file.
