XP and < 800x600 display modes

We have a small issue with our display driver on XP.

XP has a habit of setting the Display Property screen resolution slider
minimum to 800x600 and the minimum colour depth to 16bpp. (I can
understand the reasons.) However, List all modes (available on the
Adapter tab) continues to list all the modes including those below 800x600
and at lower colour depths.

I imagine this isn’t an issue most of the time and it wouldn’t be for us
except that our device supports NTSC TV out at a resolution of 720x480.
This happens to be the default mode of the driver and whenever it is first
installed on a device 720x480 appears on the screen resolution slider for
that device. However, once you change out of this display mode resolution
(to 1024x768 say) the 720x480 resolution disappears from the slider. The
only way to change back is to go to List all modes. I think this will not
be obvious to users and will be considered incovenient even if it is.

Is there any way of telling XP to make this resolution always available on
the Display properties screen resolution slider? I may be missing
something obvious…
