If you are a MSDN universal subscriber, you can download it. However, so
far based on my experience, the BETA program gives faster access than MSDN
download (MSDN has build 1218, BETA 1238 at least). Someone mentioned the
path on the MSDN download page in the MS public device driver group:

of the beta however.Is it still open for participation?

I was at beta.microsoft.com and tried logging in with ‘BetaReq’ user id,
didn’t see it listed there.

from subscriber downloads.

Don’t worry that the DDK is located in the x64 section.
The same DDK is used for 32- and 64-bit development.
