Windisk doesn't restore partitions through floppy disk

I used the Save option of windisk (on NT 4.0), and saved partiton info. on floppy disk. Then I removed all partitions except for system and boot partition. Next, I re-booted the system and invoked the Restore option of windisk - and inserted the floppy disk. Windisk read through the floppy and asked to re-boot. But my partitions were not restored… I have a Volume Set as one of my partitions.
