I suggest you to read help manual of WinDbg. It will help you understand
such basic queries.

As someone already said, SoftICE is no longer a product, although there
nevertheless seem to be a number of places online offering it for $34.99
these days. For whatever it is worth, speaking as a former long time
SoftICE user, and a very happy one during those days, I have to say that
I can’t imagine going back to using it full time now, although it does
still have a few uses at which it is much better than WinDbg. WinDbg is
quirky, and the documentation deeply sucks, but you can do so much more
with it.

Considering that SoftIce left the race course last year I’d say WinDbg is
the winner.
