Will delay of Windows Server 2003 SP1 to next year affect availability of Filter Manager?

Or will it be distributed using QFE or similar process for that and/or other
platforms?

The initial release of filter manager will be with XP SP2. You will see
this release soon.

There are no current plans to create a QFE to support filter manager for
the current version of Srv03. You will have to wait for Srv03 SP1 to be
released for filter manager support on Srv03.

We are working towards final approval for a redistributable update to
Windows 2000 SP4 to add filter manager support.

Of course filter manager will be a native component of Longhorn.
