Hmm. How to respond? First, I’ll opine that choosing to remain on Win98SE
instead of Win2K is akin to choosing to drive your balky 65 bug with a
questionable ignition system instead of the brand new BMW. I have used
both, and I won’t depend on Win98SE for anything except games. I can’t say
anything about upgrading, though, I started with clean disks.
As far as your real question goes, it’s not clear what you want to do. What
is “console”? Does Whistler have a redirectable console window? Are you
trying to use a laptop with NT 4 as the debugger, and you have the Whistler
debuggee console redirected to your Win98 system? 3 systems? Do I have the
right picture? If so, try Win2K on the laptop.
Better yet, install Win2K on a clean disk on your development system,
install all your apps, then attach the Win98SE disk and move your data over.
Then use it for your “console” and debugger. Or use the laptop for your
console.

I’m about to embark on debugging a driver under Whistler. I have chosen
(mostly for reasons of mental health) to keep running Win98SE on my
development system. I don’t want to change over to Win2K unless I really
have to…
The problem is that I want to use WinDBG to debug the Whistler driver, while
using my Win98 system as the “console.” I just tried installing NT 4 on an
old laptop, but NT 4 does not like the SCSI hard drive in my docking
station.
Is there any way I can run the console end of WinDBG from my Win98 system?
