Which libraries can be used by a driver?

There seem to be some special DLLs in the system that can be linked by
drivers, such as NTDLL.DLL. I’m trying to find out which libraries are OK
for a driver to use, if there are any conditions on which routines in the
libraries are safe, and so on. I figure that this is probably documented /
listed somewhere. I looked around, but didn’t get anywhere. Not even in
the OSR book!

Anyone know?

No, it is not so.
Only the kernel-mode DLLs with .SYS extension can be linked to the driver.
