tell me what does it do?
Well, it manages the partitions on Windows- it is the partition manager.

Pre-Vista:
- functional driver for the partition PDOs created by Disk/ClassPnP, reports the partitions to FtDisk.sys or DmIo.sys
Vista+:
- PnP bus driver for the partition PDOs, executes IOCTL_GET/SET_DRIVE_LAYOUT(_EX), reports the partitions to VolMgr.sys
