WdfPreDeviceInstallEx fails with ERROR_SERVICE_DISABLED

Hi all,

I have a user who?s failing to install my WDF driver because
WdfPreDeviceInstallEx() returns with ERROR_SERVICE_DISABLED. Does
anybody know what service that could be or how I find out which one it
is?
