One other thing I hate about DE: when you double click on something in
the TOC, the mouse wheel does not work until you single click one
something, or use the scrollbar. DE is not the only software that
exhibits this, but I find it irritating.

Oh man, if it weren’t for “Sync with TOC”, I would have abandoned
software development years ago…
Ages ago, “Sync with TOC” was bound (by default!) to Control-S, and I
used it every minute of the day. At some point, someone decided that
was too intuitive, and it became Control-Shift-S, or something, I don’t
know, I don’t care – every time I install any version of MSDN, I
immediately rebind Control-S to “sync with TOC”. Eventually, someone
even removed the *new* binding, so that there is no default binding for
sync! I really don’t understand that – sync is the most useful feature
of Doc Ex, and is the only thing that makes navigating such a huge
collection possible. (Because the index is just “ok”, and search is
worthless.) I cannot think of a single good reason to remove access to
such a useful feature.
I always rebind Control-S to sync, Control-C to contents, and Control-I
to index. I can’t stand the default bindings – Control-Alt-F1?! Try
typing that with one hand – it’s really awkward. No default binding
for sync?? Whatever. It’s like someone actively sought the worst
bindings possible. At least you can still change key bindings.
I find the argument that “It’s corporate policy!” to be really
disturbing, if it’s true. Corporate policy should be thrilling
customers, who in this case are developers, not end-users, and I have
never met anyone who was remotely happy with Doc Explorer. Including
me.

Great! Bob, thank you very much for the helpful hint! 
I actually did look for an option to sync the TOC to the section
displayed, but found nothing. Probably I am too menu-centric -
expecting
all functions to be available via menu entry (and - if reasonable -
accelerator key, as proposed by the MS style guides), with only
shortcuts as additional optional symbols in the toolbar.
Did anybody actually try to invoke the Document Explorer online help?
Go ahead… try it! 
My suggestion to whoever programmed the MS Doc Explorer would be
- to synchronize TOC with the displayed section by_default,
- and let ppl. switch this behaviour off (via the option menu)
– with an explanation for the manual sync button popping up when they
switch it actually off.
