Is this a .inf issue or a driver issue?
I discovered the “silentInstall” member of the device_capabilities and
wonder if I need to set this bit?
I also see a “SilentInstall” registry entry for device classes. I do
install all my devices in a proprietary class. Does anyone know when either
of these should be used?

If you have a properly signed driver package then you should only get the
popup on the first installation. So either your driver is not properly
signed or something is broken in your inf file.

My USB driver installs and runs properly, but every time I plug a “new”
device into my system, the device manager asks to install the driver (search
or specify location dialog). By a “new” unit I mean one with a different
serial #, the VID and PID are the same of course.
I expected XP would ask my for the driver the first time and of my VID/PID
devices were installed, then never again. Is this how it works?
Can I change my .inf file to do what I want?
