Is there any tool for loading and unloading drivers ?

Unloading of drivers is not 100% safe, but you can take a look at OSR’s
driver loader:

Hi,

  1. if your dicer is installed you can start/stop it using
    ControlPanel/Devices applet
  2. there is a small and good tool, namely OSRLOADER from http://www.osr.com
    which can be used to install/start/stop your driver
