If Load balancing and fail over is implemented at miniport level
then I do “not” understand why TCP/IP checksum task offloading
is not possible. Please any one elaborate this.

Actually, I believe this means that a secondary adapter- the one that isn’t
bound to any protocol will not receive the task offload OID. If the
aggregated adapters are of similar capabilities, there should be no problem
to offload Xsum/TCP Segmentation to those adapters, the primary adapter
would receive the OID and should control the secondary adapters
appropriately.
