SSL connections limited by client licence count?

I just happened to be be browsing for some security info and came across
something that said the number of SSL connections would be limited to the
number of client licenses you have an a W2K server. See

Anybody know if this is for IIS only or does this apply to ALL SSL inbound
connections?

Makes me extra glad I don’t use Windows Internet servers myself. If this is
really the case, I’ll certainly want to warn any clients of this nasty
Microsoft tax. Last time I read the fine print in Windows OS licensing, it
seemed like as long as you paid the Windows server license fee, you were
free to have many connections from Internet browser clients.
