– What happens if you manually install your protocol driver (go to the adapter properties, click on Add…)?
But, before you do, change the StartType in the INF to 2. The sample has it set to 3 (SERVICE_MANUAL_START). You shouldn’t need a reboot or the net start command.
– Are you testing this as an administrator or as a normal user?
– Have you verified that your protocol driver actually started?

It could be just about anything, but the first steps would be to ensure that
your driver:
- Installs correctly (i.e. DriverEntry returns true).
- Gets called correctly when the device is opened (as a result of
CreateFile), and that you return the correct result (success).
Obviously, if your dirver doesn’t get called when you call CreateFile, then
it’s probably something going wrong in the installation (net start) that
causes the device driver tree to not install your device with the correct
name (or you’re not trying to open the correct name, perhaps?).

How are you calling CreateFile i.e. calling it with dosdevice name or with
GUIID?
if you are calling it with dosdevice name then you will need to set it
first.

I think you are not creating symbolic link to the Protocol driver.
