You need to sign any drivers that run on a 64 bit version of
Vista/Server 2008. I have no idea of whether such a build exists for
IA64. I can’t say that I have ever tried signing an IA64 PE, but
judging from the directory structure of the WDK, it looks like you use
the same tools.

For clarification (I hope:): IA64 is a server-only platform. There is no Vista IA64, but there is /will be Server 2008.
The self-signing tools and method are identical on and can be used on all of the platforms (even X86, if you wish).
