What types of things would cause a system to not shutdown completely (hungs
during shutdown)?
It seems to be related to large amounts of data being copied prior to
shutdown.
Any idea of things to look at?

From WinDbg, break into the system and see who is blocking. Either on of
your threads within the system process or a process you have launched.
