Hello,
Is there a rule, that allows me to assume, that if a file name
DOES NOT contain the “tilda” character (‘~’), it can be said that
it IS a long file name ?
Is somewhere a definition that says it ?
Example
C:\boot.ini ==> IS the long name
C:\boot_boot_boot.ini ==> IS the long name
C:\Bootx~1.ini ==> MAYBE the short name
C:~file.txt ==> MAYBE the short, but MAYBE the long name.

No. A short file name is not required to have a ‘~’
in it.
Most do, but new backup APIs allow you to set the
short name to whatever you want.
