Couple days ago, I had the question of how could we start a service even
at safemode. Not sure, if I got any suggestion!!!
But in fact, it is easy.
There are registry entries specific to safeboot in
HKLM\SYSTEM\CurrentControlSet\Safeboot. Creating entries correctly into
Minimal, Network, and (optionaly) DsRepair would do the job.
Searching google with “Service start at safe mode” gives a link to a MS
doc.
