Remote storage Hook

Does any people know for the remote storage service, can developer add some
hook so the offline file can be stored in some other storage instead of
tape?

If you are referring to the remote storage service that is bundled with
the server version of Win2K & Windows XP - no.
There are no exported hooks that can be used to plug in extensions.
Windows .NET server however, does include support for magneto-optical
2nd tier in the box in the Beta 2 version, and it will presumably make
it to release.

Is this Windows .NET server’s code name “whistler” which we have in the
MSDN subscription? If not, where we can get it?
