Read only NTFS in windows

Is it possible to mount NTFS as read only in windows. I heard that we can do
this in vista. Just wanted to confirm this

Yes. You just need to play around with the diskpart utility provided in
Windows to set the volume as read only.

Given all the copious information you have provided I would ask the standard
questions . What are you trying to do, what is you want to do, and why do
you want to mark the boot drive as read-only? Oh yeah . you did not mention
if it was, or was NOT the boot drive.
