Even if your FDO does not have a name, you can still register a device
interface and be opened from user-mode because a DI is associated with the
PDO, which probably has a name.
That said, I have no idea what the PNP manager security is.

I have somewhere read that "Naming the device object will

But without having a name for the device objcet how can
one open handle to the device object ???.
