On windows XP, the accessories->system tools->Backup doesn’t seem
to show up the option of creating the startup recovery disk. How do I
create
it there?

Is there a way to test the disk that I created to ensure it works?
Or Do I have to screw up the system to see if it works from the floppy?

It’s just a DOS boot floppy. It can’t, as implemented, boot XP. There
are several descriptions of the process used to create a boot floppy that
will start a broken NT system on the net, a google search would be helpful
here.
