If you are asking whether MS provides MPEG2 decoder in a box, the answer is
no. There are plenty of legal hurdles that prevent them from doing it
(patents and such.)
Athough there are a number of companies out there who make high quality
DirectShow compliant MPEG2 decoders that you can use. If you want to write
your own, good luck. Just make sure that you know what it takes.
