Question about CD-ROM install dependencies

I’m trying to trouble shoot a problem with my home puter and I believe that
it involves the dependencies.

I have 3 CD drives (standard, DVD, CD-R). They were working fine under
Win’98 and Win2K. I tried installing HP’s CD-writer (a variant of
Adaptec’s) on Win2K. After the install it requested a restart and after the
restart non-of my CDs are available. The device manager reports that each
one cannot load its drivers because of a dependency on something (?) that
didn’t start (error 31).

I uninstalled the HP software, no help. I used the device manager to
uninstall all 3 of the CD devices and let PnP do a reinstall. PnP does its
magic and asks for a restart, after which I’m still getting the error 31 on
all three devices.

I’ve done a re-install (upgrade) of Win2k, but that didn’t change anything.
I’m trying to see if I can resolve this without wiping my registry.

In looking at the registry I found that the LoadOrderGroup\Filters has been
increased from 6 to 7 tags and the 7th tag is at the beginning of the list.
I don’t find any device of the group Filters with a tag 7. I’ve changed the
LoadOrderGroup\Filters list back to 6 and removed the leading 7th tag, but
I’m still getting an error 31.

Any suggestions appreciated.
