Just an observation - If i get rid of the existing graphics driver on my
system and return back to using the ms vga driver, start menu does not
display a standby/hibernate option.
Is this deliberate from the kernel’s perspective or just a UI (Win32 )
policy?

The VGA driver does not support standby/hibernate (until Vista).
