Notification for the User Logon

Hi,

Is there any way to get notification when user actually log’s on into the
system or is there any way to know that the user is logged in?

I have a service which needs to know when the user is logged in and it need
to validate something before the startup applications execute.

Any information is helpful.

Thanks,
kedar.
