Can FSFD get IRP_MJ_DEVICE_CONTROL for non CDO DOs (which must be passed to FSD).
Yes, you can open either the volume or a file in the volume and issue the
IOCtl against this handle. If your filter is in the volume stack you will
see the IOCtl.
