This was a newer version of the same kit for Windows 7, which adds support for revision 1.1 of the MTP standard. It’s still mentioned on the official Microsoft website, but the file itself is no longer available, unfortunately - its link is 404.
It is worth noting that this page was originally located at the following web addresses:
