And KeQueryPerformanceCounter can return the frequency of the ticks as
was answered when you posted this question on Windbg. Read the
documentation.

And as the documentation says, it also returns the frequency of the
counter in ticks per second.

The frequency varies, depending on the operating system version, the HAL
version, and the capabilities of your processor and motherboard. It can
vary all the way from the 1.19 MHz motherboard interval timer to the 3
GHz CPU clock cycle. That’s why it has to tell you the frequency.
It used to be more dynamic than it is now. Virtually all of the
machines I encounter today use 3.57 MHz.
