The only documented restriction on IoCreateDevice is that the caller
must be running at PASSIVE_LEVEL. This implies that the thread context
must be non-arbitrary.

Is there a reason that IoCreateDevice needs to be called in a worker
thread (nonarbitrary) as opposed to a arbitrary worker thread? There
are times that I call it during a Device I/O Control (i.e. in a user
thread context).
