I remember reading a while back, I think from doron, that when windows server 2008 was released that then or soon after UMDF for Win2k3 would be released. Is there any new news on this? Has it too be RTM or is it still waiting?

Windows Server 2008 has not released to manufacturing. It’s still at
Release Candidate 1.

The Windows Server 2008 RC1 WDK should contain pre-release Server 2003 bits for you to get started with. Installation there is exactly the same as for other platforms.
I’m not sure (offhand) if Win2k3 support for WinUSB is there though.
