Inf2Cat query

I am reading through the KMCS document as preparation for DTM testing my UMDF driver.
It says that Inf2Cat is not installed as part of the WDK, but the WDK I installed (7600.16385.1) has Inf2Cat as part of it.

Is this Inf2Cat the same as the one in the WinQual SUbmission Tools and if not, what are the differences?

I dont know what (if any) differences there are but I have always used the
WDK Inf2Cat without problems.

If you have a UMDF driver do you even need to sign it? (although I guess you
do if you are going to make a winqual submission)

Originally the WDK included Signability. But this was broken (driver
dates in December did not work), so Microsoft replaced it with inf2cat.

My guess is what you read is a documentation oversight. Please report it
to the friendly and helpful WDK Documentation Team.
