i need to wirte a keyboard filter driver?

I want to change the mode of delete file in windows shell. only press DEL will delete the
file forever. that is i don’t want the file to
be moved into the recycle. Is there a simply way to do this?

Go to Recycle Bin Properties dialog and check box on Global page there “Do
not move files to the Recycle Bin”

Press Shift+Delete while deleting a file deleting any file/folder.
That will delete it permenantly from the disk.
