How to sign drivers

I currently own my own software company and have an EV cert and I am trying to figure out how I can get my drivers to run outside of Windows debug mode. My goal is for my driver to run on Windows 10 and 11 machines and based on my testing its complete and fully functional but I can't seem to figure out how get it to run on a system that does not disable the driver signing requirements. As previously mentioned I do have an EV cert but apparently thats not enough to run my driver.

Now I did learn about Microsoft's hardware developer program but it seems broken so is there another way to get my driver to run as normal? I signed up for their hardware developer program and signed the basic file with my EV cert, verified my companies email domain and my personal email address but get stuck on the identity verification step. As soon as I put in my personal details (I live in the United States) I get auto rejected instantly. This makes no sense because its not like I have criminal charges or anything... I went through GlobalSigns identity verification which required driver license, phone, email, company address and lawyer verification yet I get instantly rejected from Microsoft by a random automated system? For months I have been making tickets to their support through the portal and I just get the same message back saying I am rejected which makes no sense what so ever.

Does anyone know of other methods to get my drivers approved? Or does anyone know if there is a way I can talk to a real person over the phone instead of emailing their support for months just to to get a rejected response after waiting almost a week each time?

Thats a good question I have been struggling with this same issue for 8 months. I just get auto rejected during the identity verification step with no reason or way to fix it either.

it seems broken

The key is the dashboard account. You need the EV certificate to set up your dashboard account. Once you have that, submitting packages for signing is easy. There is no other path.

Is your EV cert for your company?

Yes my EV cert is for my company and when I was signing up for the hardware developer program I had to sign a file before I could continue. So after getting in I had to verify my email addresses and next I had to verify my identity before I could move on to the next step of verifying my company. The issue is I just get a Rejected message as soon as I filled in my info and made 10+ support tickets but no one will help they just say "You are rejected" with no reason. This makes absolutely no sense is there no way to fix this? Am I just screwed or something? Here is a link to a picture so you can see what I am talking about https://imgur.com/PYfIgsX.

The issue seems to be because I used both my personal and company email since it asked for both but that seemed to of caused an issue due to them not matching. But for some reason they wont let me update my email so that they can match. Their support just instantly denies my tickets.

That image shows a lot more than "rejected". It says the primary contact details don't match. Did you provide a primary contact when you created the company info? Are you using different information now?

No everything is the same. It asks for my email and my company email so I provided them as requested. Like I said I made 10+ support tickets already asking them what the exact issue is and if I can resolve it but they wont help they just say I am rejected without telling me why or letting me resolve the issue. My details remain the same as when I created the company.
