How do I know if my partner account is set up correctly

My IT manager is unfamiliar with setting up the partner account. There was one set up long ago and he tried to follow the steps listed online. I can't find a good way yo know what's needed. I don't see the hardware dashboard at all. When I try and see if we've done all the steps necessary, all I get from the AI and help/support are "Be sure you have the proper permissions" or what ever else I'm looking at. I can never seem to find a direct answer as to what those exact requirements are or how to set them up.

If it's on Microsoft, so be it but I suspect something is not set up correctly so I just wanted to check a few things.

In the Partner center under the "Overview" section I look at the Membership status. I have nothing listed under programs. Should the IT manager have set up or purchased specific programs?

I've seen screenshots that are different from what I see. One screenshot showed a "Manage Certificates" option under the "Organization profile". I do not see that option. So I can't upload my EV code signing certificate.

I see a list of signed agreements required for hardware development and when I look under agreements, none of those are there. Would they have been emailed to the IT global admin email? He said he hasn't seen them.

All the verification steps show "Authorized". I am a global admin and from what I can tell, I have all of the proper permissions. Unless I'm missing one that isn't displayed because the Partner account isn't correct. He and I have both gone through the various steps found to enable hardware. We don't know what we're missing.

A lot of people say the hardware option doesn't work but I just want to see it at this point.

I've had a lot of trouble starting from a partner account that was abandoned for a long time. Here's a checklist of what I had to go through:

  • Do you have a verified business profile in Legal info - Partner?
  • Do you have a verified business profile in Legal info - Developer?
  • Did you sign your hardware questionnaire (sent via email)?
  • Do you have an active MAICPP (partner global) agreement and hardware agreement?

You can also compare your partner account with the information in this thread: Hardware Program - #20 by IgnoreException

I don't have those agreements and the person that set it up for me doesn't recall seeing a hardware agreement. So now I know something isn't correct in my Partner Center. I don't really see how I can change anything yet but I sort of have a direction to go for now. Thanks for the reply!
