HLK Version 1803 unable to install HLK Studio + Controller

Hello All,

Recently, I needed to set up the HLK Environment for USB driver testing.

According to the Windows Hardware Lab Kit MSDN link : https://learn.microsoft.com/en-us/windows-hardware/test/hlk/

I have installed the Windows Server 2019 Standard Operating System Version 1809 (OS Build 17763.107)on the host PC.

According to “Windows Hardware Certification Step-by-Step Guide”
The server needs to install “controller + studio”.

But when installing, during the step:
“Select the features you want to install”.

  1. “Windows hardware certification kit – studio only”
  2. “Windows hardware certification kit – controller + Studio”

Where the 2nd item is grey, does not allow to select.

The following are tips:
The controller option may only be used on a system running the English language version of Windows Server 2008 R2 X64 which is not configured as a domain controller.

Issue is observed specifically with below HLK Versions
HLK for Windows 10, version 1903
HLK for Windows 10, version 1809
HLK for Windows 10, version 1803

Has anyone come across this issue before?
Kindly please help to resolve this issue.

So that's a pretty clear error, no?

Why not just use the VHLK?

Just to be clear, it does not say "Windows 2008 R2 X64 OR NEWER". They want Windows 2008 R2, exactly.
