The place to start is with the Windows IFS Kit. What you truly want is
the Windows Server 2003 SP1 IFS Kit, which is currently in beta, because
it includes documentation on how to develop mini-redirectors. To get
that kit, you must be part of the beta program right now, but once
Windows Server 2003 SP1 ships, you will be able to buy the kit upgrade.
The kit itself is US$995 + shipping and requires executing a separate
license with Microsoft.
This is a peer-support group, and one of the rules for those
participating is that they not advertise their own products or services
to the group. I’d suggest that you might wish to only work with
companies that abide by those rules.
