Hi,
Is there any alternative to Hal functions like
HalGetBusDataByOffset in the miniport driver in
Windows.net or Xp.

Which mini-port? NDIS, SCSI or other? For NDIS and SCSI the answer is yes
and can be found by a quick perusal of the DDK documentation.

Depends how you are trying to use HalGetBusDataByOffset as well. If you are
using this to access the config space of a device your driver does not
control, then there is no equivalent in any miniport API.
