I am pretty sure it disables the use of a serial number reported by any
usb device as its unique ID on the bus. Basically, w/the use of the
serial number, if you moved the device from port to port, you would only
be asked to install it once. When serial number use off, everytime it
is moved to a new port, it is reinstalled as a new device instance.

This key’s default value is 01, and obviously serial numbers are not
disabled.
What value should I set in order to disable serial numbers?

I guessed wrong. This is a win2k only flag. By default, the core stack
generates serial numbers for all devices plugged into the topology that
do not have an embedded serial number. Setting this field to 0 turns
this off and does not auto generated serial numbers for devices which
don’t have them.
