Hello,
I just wanted to debug a minifilter driver on Windows 2003 and found out
soon that no fltmgr.sys was existing on the system. It was a checked build
without SP - is it supposed to be that way? I couldn’t find any information
concerning this.

Filter Manager is available in:
Windows 2000 SP4 with the Update Rollup Package 1
Windows XP SP2
Windows Server 2003 SP1
Windows Vista
