is there any ways to debug filter driver for keyboard without rebooting
OS, i.e. to load/unload/reload it?

Usually, filter drivers cannot be unloaded. You must reboot.

In Windows 2K/XP it is not allowed.But in windows 9X/ME you can use a dynamic load VXD.
