Error Message on Plugging in a USB Device

Hi All,
I have a USB Device.On Plugging in the Device,I see the following message
under “Computer Management/DeviceManager/Device/Properties”

" Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)
Click Troubleshoot to start the troubleshooter for this device"

Can any body tell me what exactly is the problem?How do i do the cleanup of
the driver files,inf files,pnf files,registry entries of a PNP device
installation and then do a fresh installation ?This doesn’t appear when I
update the driver for this device.
