Dana,
I took a look at the source for this routine and the documentation and I
agree it is reversed in the docs. I have filed a doc bug on this issue.
I am not aware of a formal way of reporting doc bugs (thought I am sure
there is one).
Anyone is welcome to report documentation problems on this list and we
will file the appropriate bug for you. We want to make the
documentation as accurate as possible.

will note the following:

For Unicode strings, the maximum number of bytes is STRSAFE_MAX_CCH *
sizeof(char).
For ANSI strings, the maximum number of bytes is STRSAFE_MAX_CCH *
sizeof(WCHAR).
"
I believe those are reversed are they not?
