Driver unloading.

I hope that my File-Sytem-Filter-Driver cann’t be unloaded.
But, after particular setting(for example, after when the value of
driver’s certain variable changed), my driver could be unloaded.

Is this possible?

No, FSFs cannot be reliably unloaded.
