I want to debug my driver on WIndows 98/ME, but the problem is that
I don’t know how to boot the Windows 98/ME in debugger enabled mode or debug
mode. Can anyone please help me. Waiting for some response.

You can not use WinDbg to do that. You have to use a serial
monitor like RTERM to debug Windows 98/ME, or, perhaps better,
buy SoftICE.
The process of using the serial debugger (and installing the
required DEBUGGER.EXE) is documented in the 98/ME DDK, as far
as I recall.
