Do you really mean a process? Creating threads is documented and generally
is all that a driver ever needs to do. Creating a process is not documented
for kernel mode. The obvious and legitimate way around this is as usual to
have a service application that communicates with your driver and performs
whatever needs to be done in user space, where of course creating a process
is both documented and trivial.
