Changing 'Base Priority' of Windows Standard USB driver (usbser.sys)

Hi,

I am exploring the possibility of changing default ‘Base Priority’ of Windows Standard USB driver (usbser.sys) from user / kernel space using some tool / utility / via program (using some API) / via windows registry.

Do you think that this thing is possible?
