certification issue of driver development on Windows Vista

I want to develop driver on Windows Vista
is it necessary to have driver certified with Microsoft at the time of
development

During development time the driver need not be a Microsoft certified

The certification process costs money and takes time, so you’ll want to
wait until you think you are ready to release before doing the expensive
steps.

If you are not familiar with the certification process then you should
set aside time and money now to learn and practice the steps before the
end of development. For example have you setup your DTM server and
client(s) yet? Do have a digital signing certificate Microsoft will
accept?
